Well if they know about Black Canary then they defenetly know about The Batman. After all it was Barbara that refers to him as "Gotham Greatest Champion".

The metas know about Canary, but I don't think the general population does.

Remember how Reese says to his partner about a rumor about a 'man dressed up as a bat'. That leads me to believe the regular citizens do not know about Batman in this universe. :)

We don't particularly know who knew about Batman and who only heard the legend. We can assume that since metas know of Canary, they probably know of Batman and Batgirl, especially since Barbara is practically allowed in as one.

In the unaired pilot, there's a report that the Police Chief (Jim Gordan, although he's not named) is dismissing the idea of Batman and Batgirl, meaning that he probably knew as well. We know that Barbara at least knew of the legend because she sought him out to be trained as Batgirl...

I think that the general public believes it to be a myth. The metas, and a few humans, know better.

Is more like an Urban legend. I believe that the people of New Gotham know of Batman but they don't now if he was real or like i said just another urban legend.

I think it's prob more like an urban legend, with the people that did know either being very old (and therefore not of much concern) or already dead.
